Inspecting the standards of safety in adventurous training (AT)
Adventure RMS are appointed by the Ministry of Defence as subject matter experts to the Defence Land Safety Regulator (DLSR), who are part of the Defence Safety Authority.
About the Defence Safety Authority
Established by a charter from the Secretary of State, the DSA acts as an independent regulator and investigator for health, safety, and environmental protection across Defence.
What the DSA does
The DSA was formed in 2015 and operates with three core responsibilities:
- Regulation: Setting and enforcing safety regulations across Defence, covering aviation, maritime, land, nuclear, ordnance and explosives, and fire safety.
- Investigation: Leading independent investigations into Defence-related accidents.
Assurance: Acting as the Defence Authority for safety, providing evidence‑based assurance on health, safety, and environmental protection.
Independence and accountability
The DSA’s independence is central to its effectiveness. The charter under which it operates grants the organisation the authority to regulate, investigate, and provide assurance without influence from those delivering Defence activities.
Adventurous Training
The DSA brings together a range of specialist regulators and investigation teams. The Defence Land Safety Regulator (DLSR) is responsible for the setting and enforcement of regulations in relation to AT provision across the three services.
Licensing
The DLSR operates a licensing scheme in accordance with series 100 and 200 regulations. Activity centres operated by the Army, Air force, Navy and associated organisations are inspected on a periodic basis as part of these licensing arrangements.
